Karel Aim: Acquisition of information sources for R&D in the Czech Republic (present-day and the future?)

Abstract:

The prevailing contemporary practice in the acquisition of electronic information sources for R&D in the Czech Republic is reviewed in the context of the National Policy on R&D and Innovation. Over the period of about last 15 years, with some exceptions the acquisition has been based on competition (of ad hoc consortia) for projects within programs based on targeted support of the Ministry of Education, Youth and Sports. The current state of affairs at the Academy of Sciences of the Czech Republic (ASCR) and in particular the key role and activities of the central Library of the ASCR in arranging for the access of ASCR institutes to electronic information sources are briefly described. It is generally felt that the approach at the national level has been neither systemic nor economically effective. Possible scenarios of adjusting or transforming the acquisition system to a more streamlined and effective model will be outlined in view of the overall R&D system and the relevant legal framework. Foreseen changes will be discussed.

K. Aim graduated in technical analytical and physical chemistry from the Institute of Chemical Technology in Prague and defended his Ph.D. dissertation in physical chemistry at the Academy of Sciences (ASCR). He worked at the Technical University of Denmark in Lyngby and at the University of Trieste. His main research interests are experimental and applied statistical thermodynamics of fluid systems. His other interests include R&D management, foresight and R&D policy making. K. Aim was the head of E. Hála Laboratory of Thermodynamics at the Institute of Chemical Process Fundamentals of ASCR (ICPF); since 1992 to 2012 he was the Chairman of the Scientific Board of ICPF. From 1997 he has served on the governing bodies of ASCR (currently he is a member of the Presidium of the Academy Council of ASCR), on national and international expert bodies (including advisory boards of programs of the Ministry of Education, Youth and Sports supporting the acquisition of information sources for R&D), and as a delegate of the Czech Republic to committees at the European Commission. Since 2010 he has been a member of the Council for R&D and Innovation, since 2013 its vice-chairman.

Nina Karlstrøm: Bringing it all together - a national CRIS with a national consortia model incorporating a national co-ordination of Open Access

Abstract:

The presentation will focus on the setting up of the Norwegian CRIStin, Current Research Information System in Norway. Established in January 2011, it is owned by the Ministry of Research and Education in cooperation with the Ministry of Health. CRIStin's main objects are to provide value to society by facilitating cooperation between different research areas and to collect and compile information from the research institutions based on a principle of free access for all.CRIStin's aim is also to provide high quality data on scientific publication as a basis for the funding system for universities/colleges, research institutes/foundations and specialised health care, as well as functioning in a centralized capacity for negotiating and licensing electronic resources to a large number of consortia. Looking more closely at the consortia model, the benefits and challenges of setting up a national body will be discussed. 
The presentation will also discuss the synergy effect of combining a national CRIS with a national consortia model and incorporating national co-ordination of Open Access into one organisation.

Nina Karlstrøm is Senior Adviser at CRIStin, Current Research Information System in Norway. She is National Coordinator for work on Open Access, a role given CRIStin by the Norwegian Ministry of Research and Education. In CRIStin the Open Access team work specifically on the synergy effects from the national CRIS, the national consortia model for licensing and the Institutional repositories. She in National Contact Point on the CERN SCOAP3 project, and will act as partner in the coming EU-funded PASTEUR4OA project.

Abstract:

Markets for information used in the R&D sector have many specific characteristics which should be considered in relation to a system of public support and coordination. If not, as has been the case over the long-term in the Czech Republic, access to information becomes much more expensive and complicated than it could be.

Daniel Münich is an Associate Professor at CERGE-EI, the joint academic institution of the Economic Institute (Czech Academy of Sciences) and the Centre for economic research and PHD studies (Charles University). He graduated from the Czech Technical University (Faculty of Electrical Engineering) and from the Charles University (PHD in economics). He focuses on the problems of institutional evaluation and research financing.

Martin Svoboda: A National System for Purchasing Electronic Information Resources

Abstract:

A brief overview of the history of the concept for a managing electronic information resources at the national level in the Czech Republic, including potential benefits and challenges to consider  in establishing a framework for the future. This overview should provide a satisfactory basis for spurring discussion about the next steps to take in establishing a national licensing center and upon what legal, economic, technical, and human resources principles such a center should be based. The aim of this discussion is to reach agreement upon a framework for further advances, particularly regarding legal and organizational issues.

Martin Svoboda holds a degree from Czech Technical University in electrical engineering (specialization: computer technology). He was a manager, systems programmer and Director of Automation at the Czech National Library (1988-1997) and has been Director of the State Technical Library (now the Czech National Library of Technology) since 1997 . He is an active member of many Czech and international professional organizations (SKIP, ELAG, LIBER, and others). He actively participates in discussions about current topics affecting libraries, ranging from  copyright issues to the joint purchase of electronic information sources.

Transport from the airport

From the airport, the National Library of Technology is reached by bus or taxi.

By bus:

The buses line 119 that depart from the airport leave approximately every 10-20 minutes from the bus station at terminal 1 (Vaclav Havel Airport) and stop next to the entry to the tube (the A line terminus "Dejvická"). The schedule is app. 04:00 to 23:30, the ride takes app. 25 min. The transfer ticket costs 24 Kc. You can use also the special bus line AE linka (Airport Express) that stops at the same place: the A line terminus “Dejvická” (30 Kc).

By taxi:

We recommend you to take a taxi with the official licence (AAA taxi or 111 taxi) that can be found at both terminals. They take about 10 minutes to arrive to Dejvice at approx. 300 Kc.

Transport from the central station and the bus station

From the central railway station and the bus station Florenc use the tube - red line C in the direction „Háje“, at „Muzeum“ change to green line A and continue to the terminus „Dejvická“.

Transport to the city center

Travelling to the center is easy and convenient, usually by the tube (line A, three stops to „Staroměstská“ and five stops to „Muzeum“).

There are three kinds of tickets: the all-day ticket (110 Kc) is valid for 24 hours and the single-trips ticket for 75 minutes (32 Kc) or 30 minutes (24 Kc) since its validation in the stamping device in a tram or bus or at the entrance to the underground. The tickets are valid in all kinds of public transportation - underground, bus, tram, even the cable-car to the Petřín hill. They can be purchased in the self-service machines, at some underground stations, tobacconist shops and some newspaper kiosks.
